What does 15′/2 mm mean on a round spirit level?

It describes 15 angular minutes of tilt for 2 mm of bubble movement. The rating describes the bubble's response to an angular change. It does not specify the body's mounting dimensions or, by itself, the complete measurement accuracy of the level.

What determines the fit of a round level?

The body dimensions and its supporting position determine the physical fit. The circular viewing face needs to remain visible when the level is installed. For machine and tool set-up, its fitted position must reference the surface being adjusted.
